Building with flag pole is Hardy & Padmore's, see Sleeve 03-20. The houses are on a walk between Spa Row and Foundry Street - perhaps referred to as "Spa Gardens" (Kelly's 1930 directory)?

Location is East of Spa Row. Buildings on left are in Carden St (Chimney pots match those in Neg Wallet 07-12). The building with the flagpole is Hardy and Padmore's, see Sleeve 03-20.
